-is it functionally possible to copy a billing(contents,not relation) into a sales order.
-can billing documents be copied (multiple copies)?
-can materials (without Mat. mstr) be assigned in billing docs? if yes, can we proceed with manual prices?

No. Because when you say copy the contents, thats done by copy controls which also link the copied doc to billing doc relation.

yes. If you are taking about invoice prints, we can a duplicate as it may required sometimes in businesses.

A material in SAP is represented only through material master. Price is something to be dealt by the item cat. assigned to that material depending on the item cat. group. So without a material master thats not possible.
However it would be certainly interesting to know the business scenario because of which you are asking these questions.

Dear Anshoo,
It is possible to copy the contents of Billing to Sales Order.
Ex: In case of returns oredr, we normally copy fron Billing to Return SAles Order.
This Billing document can be referenced multiple times too.
