Is it possible to create a transfer order with zero quantity when the item category is relevant for picking?

If the item category is relevant for picking, qty cannot be 0 in transfer order. It should be equal to the picked quantity.
Can you please explain me the scenrio, as to why do you want to create a TO with zero quantity.
