Importing Configuration Archives

Hi,

I am trying to import a configuration archive from Content Administration > Collaboration Content > CLP Administration and I get the following error when I tried to download the file from the portal:

Internet Explorer cannot download …ge!2fcom.sap.portal.innerpage from <serveraddress>

Internet Explorer was not able to open this Internet site. The requested sire is either unavailable or cannot be found.

Am I missing a certain page, or permission? I had the superadmin role.
