i have one doubt in case of credit memo and debit memo requests
is they are taxable or not

The requirement varies from Client to Client. The best input can be available from the business owners of the client, as to how they deal with it.

Credit memo and debit memo are created with reference to Invoices. If invoices are having VAT or CST or Basic excise duty, these taxes should be reversed or offseted. Hence these are definately affected by taxable.

normally, yes. but this will depend on the tax laws in your areas.
if you are talking about output or sales taxes, credit memos on returns are affected by taxes.
credit and debit memos can also deal with certain materials that may have tax classification "0", in which case taxes may not apply. the tax classification of the customer has an effect.
