capacity planning in PM orders

Hi Guys,

I have an situation here.

An operation in a PM service order is to be perfomed in a work centre. The workcentre contains 8 men and 2 Machines. Only when 4 men and one machine is free; operation can be performed on a PM order. Capacity planning is to be done on that work centre to avoid over loading. Please suggest me how this can be done effectively.
