Hi,
This doc describe a scenario (IDoc to File) with a message control configuration: [A Beginners Guide to SAP XI Settings, Part I|https://www.sdn.sap.com/irj/sdn/go/portal/prtroot/docs/library/uuid/73527b2c-0501-0010-5398-c4ac372c9692]
Both the developer and the functional can configure it.

Jakub

Hi,
Purpose of message control:
The output or follow up processing of partner-dependent messages is automated via Message Control. The application then calls the Message Control using the specified interfaces.
You can use these interfaces to describe various data combinations along with the required processing. If one of these data combinations appears during processing, the appropriate processing is started (synchronously or asynchronously). You can define processing with several different methods, for example as a workflow, print output or as an IDoc dispatch for EDI.

You need to perform the following configuration:
Keep to the order of the following steps:
. Create Condition Table
. Defining Access Sequences
. Defining Output Types
Defining the Procedure

Usually functional people do the configuration.
Thnx,
Chirag

Message Control is normally a functional activity, but a IDOC/ALE person can also do it.
Depending on the functional area, you can have different ways to generate messages.
Usually, a Output type is determined (ex. NEU in purchase Orders), and than corresponding to the output type, you can define condition records. Check with your functional consultant and ask him, you need IDOC as an output when the docuemnt is created in R/3
