Why are decentralized adapter engines used and in which situations?

de-central adapter are used to bypass the Firewalls.
also it increases the efficiency.

The basic reason for using non-central adapter engine is closeness to Business system. This may be by choice(to optimize performance ) or because of technical / networking issues ( firewalls)
It can also be used as back up for central adapter engine if in case central adapter engine fails or can be used for Load Balancing ( distributing load of adapters)
You can install of local or non central adapter engine

Decentralized AE are used for load balancing.................. if you have different physical locations for XI, then you can have a local AE for each location to balance load instead of having a central AE to take care of all the load of all the locations and this will reduce the network load if some messages do not require integration engine processing.....
