SAP instance error

hi administrators,

in the sap mmc, there was no sap system snap-ins. I added using propeties and specified <SID> and <host> <instance>. But when I am trying to start the service it gives the following error

webservice error 20

tcp connect failed in tcp_connect()

dcom interface error: 8007024

The specified service does not exists as an installed service.

how to make new sap system snap-in entry in mmc and how to configure it to running mode without re-installation.

any hints will be greatly appreciated

run sapstartsrv.exe from <SID>\SYS\exe\run\

with register DCOM option.
