PIAPPLUSER keeps locking; can't find where

I have noticed the PIAPPLUSER in PI 7.0 keeps locking. I reset the PIAPPLUSER in the exchange profile and checking my ECC system to see if any other connections are locking the account. I still can't find it, anyone have a clue where else this could be locking this account?

Make sure u have changed the password according to this

SAP Note 721548

Also make sure user is not expired

try changing the password in UME, SU01 and exchange profile.
