For dialog services there is an alert: RZ20 -> SAP CCMS Monitor Templates -> Entire System -> <SID> -> R/3 Services -> Dialog -> <Server> -> LongRunners (Average time for long-running dialog work processes)

Is there a corresponding RZ20 alert for background processes?

no, such an MTE does not exist.

I had a similar requirement and did not find an answer. I did not see an MTE for background jobs. However, the one for longrunners in dialog wp does exist as you mentioned.
