I would like to take advantage of the work centers in SP15 but we have not installed the Solution Manager Java stack.
Do we have to install the Java stack before we can apply SP15?

A Solution Manager is ALWAYS a full ABAP + Java stack installation, you can't "omit" the Java part, it will always be installed with the system.
To avoid future problems I highly suggest patching the Java stack also.

If you need any additional functionality for work center, then you would require JAVA engine. Else ABAP alone would be sufficient.

What do you mean by "additional functionality"?
We are interested in setting up ChaRM, but we are not implementing non-ABAP transports at this time.
Would we be able to use work centers for ABAP only transports?
If u need CHARM with out JAVA transports, ABAP engine alone is sufficient.
