by the CRM 4.0 System I can not log on on the system
I get the Following error message:
Sapgui 710
partner 192.162...:sapdb 00' not reached
Error Text: WSAECONNREFUSED: connection refused

Is it sapdb or sapdp?
Anyways getting back it looks like a network issue. Check for the firewalls.

Are you connected to CRM system through VPN, if yes, then connect to VPN and then start connecting to the system.
If no, then SAP is down, start SAP in CRM system
