There are some threads here describing how to get to the 640 guide, so a search will do.

A user interface to manage the configuration called "SAPConsole Administrator" can be found as a MMC plugin in your "Control Panel" after installation.

Seatlle Labs and Georgiasoft have guides on how to put the sapconsole under the telnet server, but in principle you just replace the command interpreter (e.g. cmd.exe) with sapcnsl.exe.
