Introduction

Our client, a telecom (mobile) service provider their requirements are:

Whenever expansion of network takes place different numbers of assets are procured. These assets are segregated based on site demands. All assets are initially finalized on BOQ format. We are planning to bring BOQ (Bill of Quantity) in SAP PS for WBS elements. So we are expecting to bring 50,000 to 75,000 approx. WBS elements at level 5 as mention below for assets to place on different site locations and also expecting to bring 250,000 to 350,000 approx. WBS elements at level 6 as mention below for cards, cabinet & shelf.

SAP PS Requirement analysis:

1. Recommended level for WBS elements for Network project.

The requirement arises for maintaining BOQ (Bill of Quantity) structure up to six levels i.e.

1 lev 2 lev 3 lev 4 lev 5 lev 6 lev

Phase V Project Foreign (Off-shore) Equipment NSS MSC Card

Local (On-Shore) Software BSS HLR Cabinet

Services TRANS IN Shelf

2. Maximum number of WBS elements required against each level:

The requirements for maintaining number of WBS Elements against each level are:

Level 1 WBS Elements 1

Level 2 WBS Elements 2

Level 3 WBS Elements 6

Level 4 WBS Elements 25 to 30 approx.

Level 5 WBS Elements 50,000 to 75,000 approx.

Level 6 WBS Elements 250,000 to 350,000 approx.

3. Maximum number of network activities for each WBS element.

The requirements for maintaining network activities are performed at level 5 WBS elements. There are almost 200 activities performed site wise and there are almost 3000 sites. So that the total number of activities for a project will be 60000.

Solution Requirement

How many levels and overall number of WBS elements should be maintained for telecom network project?

How to manage complex network activities site wise?

What settlement processes recommended for network projects?

SAP PS expert opinions are required for designing efficient business blue print document.

Hi,

While finalising your structure please have a look at SAP note 206264. SAP doesnot recommend more than 10000 WBS and activites in a project.

Dear All,

What is the actual maximum Level that the WBS elements can desinged in a project, considering that in Coding mask consists of only 24 characters, including 5 Characters (max) for proj Id?

It depends upon the no.of character you will be defining for the WBS level in coding mask.

Hi,

Hierarchically you can create upto 99 levels in a Project Structure. Under each level you can have n number of WBSe's but the total number per project is restricted as said in earlier replies due to performance related issues.

Hi

If having so many WBSE is absolutely necessary, then try to sub-divide your project into several projects until a managable WBS structure is drafted. Then use some summarisation techniques to get a consolidated report for all the projects.

Apart from limitations on the number of WBS elements & activities under one project, so many WBS elements will seriously effect the performance time while working on the project, throwing run time errors quite often.

Iam just curious to know if you do manage to create such a huge WBS structure with all the profiles assigned, how much time it may take to just release this project at Project Definition level.

Hello Usman,

I could not understand, why you need 350,000 WBS and also 6 levels of WBS.

How many levels and overall number of WBS elements should be maintained for telecom network project?

For Telecom project, either - it is BTS or core Network- not morethan 4 levels of WBS are used.

Eg: BTS Project

Level 1 - 1 No - Site

Level 2 - 2 Nos - Detail Engg and Site Build

Level 3 - 7 Nos - Site Aquisition ( Green field or Highrise struc)

Civil Construction( like fence, platform etc)

Tower

Transmission A

Transmission B ( Not req if it is an end site)

BTS/RBS

Variations

Also totally around 25 Networks will be used. Level 3 WBS will correspond to 1 Functional location and 1 Asset Class.

How to manage complex network activities site wise?

You have speak to the business users and come up with the network activities. You have to design the material BOM and attach to the activities.

All the Telecom projects are Investment Projects and the settlement will be as below

1. Network to WBS ( Done automatic by system)

2. WBS to AUC

3. WBS to Fixed asset ( After WBS status changed to TECO)
