All,as far as I know this error means that you are trying to update an object that was actually created in the target system for this transport request.
The only way to force this change in over what SAP believes to be the original is to use the U2 switch when running the TP command from the OS level.
Does anyone have a different view? My experience of this type of scenario is limited.

You are correct. I have seen this many times. This error means that you are trying to update an object that was actually created in the target system for this transport request. You can run the transport at the OS level with U mode 2 to force the change. You can also run the transport in STMS and select "Overwrite Originals" on the Options tab.
