Packing list is a print form, based on your requirement it can be developed with the help of smartforms, this can be done by an abaper.
First chalk out the required feilds that should be appear on the packing list, like shipper, ship-to-party, forwarding agent etc
Decide, what fields should come at header level and what fields should appear at item level.
Fields like shipper, ship-to-party, fwd agent will come at header level, which can be developed at header in smartform
The item which come at item level, like handling units or delivery number, quantities etc can be incorporated at footer level in smart form
To take printout you can go to VT02n main menu>shipment>Output--> to screen
Or else, you can got to VT70 T.Code to see print preview of shipment document.
T.Code to develop smart form is "SMARTFORM"
