Hello,
I am trying to install solman 4.0 AS ABAP whithou Java, but no success. Every time I install Central Instance, also Java instance is installed.
Is Java instance obligatory for solman installation.

Yes.
Solution Manager comes with ABAP + Java - no way to install just ABAP (and it makes no sense).
However, you can set the parameters
rdisp/j2ee_start
rdisp/j2ee_start_control
to 0 after installation. This will avoid the Java stack to come up (and thus consuming less memory).
