Does CE7.1 have anything to do with GP?

Can you be a bit more specific about what you are looking for? CE 7.1 is running on the latest NW Java Stack 7.1. I guess that I am missing the reference to GP and its relevence to CE 7.1.

Now that makes sense - so GP (Guided Procedures) are part of CE by design. You can make them there for manual input to a SOA process when necessary. Don't look to CE for holding all the Guided Procedures, like those in HCM or the HR Portal which are a different set of processes all together that you should not expect to build in CE unless you have a lot of spare time and resources.
CE is only on Java - this is the language of SOA and it works very well on the new Java EE 5 System. Remeber that CE is a creator of process models with SOA, you won't need to develop anything beyond persistence here when following best pratice for processes.
CE 7.1 holds no Business Processes or logic - it is an SOA tool. ECC is a providor of services that are used by CE to create process logic for SOA.
Check this link out to get some more deatils - a number of building blocks need to come together to make an SOA landscape no matter the source of the tools - one part of the landscape is the place where new processes are composed to link SOA Services to become Business Processes - CE or Composition Environment is this tool for the eSOA SAP Offering.
