If you set 004 routine at item level, system will do below checks.
1) Valuation checks will takes place. If any error occurs while doing the collective processing sytem will collect messages.
2) Billing Block for delivery item.
3) Billing Block for order item
4)Billing Block for order header
5)Billing status at item level
6)Pricing status
7)Incompletion status
8)Overall incom,pletion status
9)Billing block in cusotmer master
10)Check i fthe invoice is received from thrid party order
11)check if cross company billing status
12)check the user status.
If you set 311 routine:
1)System checks for delivery item is set for Billing block or not
2)Billing block for an item at sales order
3)Billing block for sales document at header level.
4)system checks whether the item is relevant for billing or not
5)checks for Document is incomplete with respect to pricing
6)checks for Total incompletion status of all items: Billing
7)checks for Billing block for customer (sales and distribution)
8)checks for a billing or proforma document of same type already exist or not.
seems to be same but system checks was done on different tables.
004 rountine checks for VBUK and VBUP status.
311 routine checks for LIPS, VBAK,VBAP,KURGV tables.
Just go through the above and make use of it..
