Visual Administrator: Can't Unlock Administrator

I am using SAP NetWeaver Developer Studio Version: 7.0.09. I activate the emergency user using this procedure:

I login to Visual Administrator as SAP*. I navigate to Administrator account through Cluster->Server->Services->Security Provider->User Management Tab ->Tree Bottom Tab->Administrators->Administrator. When I get there Unlock button is greyed out as is the Change (Password) button.

I get the same results when I create and use an emergency account using this procedure:

Hi John,

This is very odd. Did you try logging in to the /useradmin and unlocking the user from there?

How about setting the unlock preriod parameter on the ume service settings for 1 minute (ume.logon.security_policy.auto_unlock_time)?
