As of NW04 , ITS is integrated to ABAP Kernel.So you dont have to Install ITS seprately. Check the below link for the configuration

If you are on older version you need to Install ITS to enable WEB GUI feature.

The 6.20 version of ITS you can find under Support Packages and Patches - SAP Frontend Components - SAP ITS

The 6.40 version of ITS is integrated in the WebAS.
