Its a data inconsistency problem, we too faced this once before.. problem is inventory balance updated with -ve balance, hence system will not allow you to do any goods movements for those materials, what we did was to under movement types we updated allow -ve balances.
Ideally what you do is do stoc found and stock lost for inventory balances.
SAP did not given any solution for this.
