Once you install SAP System, it automatically has Client 000 as SAP Reference Client and client 001 as Production Preparation Client.

Client 000 contains the default settings, eg: Tables with default value, default Customizing setting, no application data(no master data or movement data) and etc.Eerytime SAP updates the settings in each new release, client 000 will always has the current status. You may able to use client 000 to copy default settings into other clients. That' why don't making any changes in this client.

While Client 001 (production preparation client) is also identical to the SAP Reference client, ie. you cannot use this client in production processing either. The Customizing settigns are made in this client. For my personal opinion, i think the main differences between client 000 and 001 are you can customize something into client 001 while 000 can't.

I think they making two client in identical way is because they want to make one of it as a backup purpose.

FYI, most of the information that i had mentioned can find from the SAP help. I just added some of my opinion and hopefully these might helps you on the question.

000: SAP standard client

This client is used to set up new "neutral" clients by client copy. Do not change or delete this client.

This is an SAP referce client

Every time an SAP system is installed the 000 client is created by default woth 2 users SAP* and DDIC. Transport configurations are always done from 000 client. (they can t be done in any other client and they have to be done with the user DDIC).

Other client like Customizing client, testing client etc are created form the 000 client. Similarly in the production environment also the productive environment client is copied from 000.

001: SAP standard client

This client is used to set up new "neutral " clients by client copy.

This is also an SAP reference client. No changes should be done in this client either

Do not change or delete client 000 or client 001.

Edit: You could find information from http://help.sap.com/. For example, what I linked can be found also from NW 7.0 documentation (http://help.sap.com/saphelp_nw70/helpdata/en/7e/c8189452c511d182c50000e829fbfe/frameset.htm). From help.sap.com you can find very valuable information, especially from the media library.
