Hi,
what's the meaning of:
1) Changes without automatic recording;
2) Automatic recording of changes;
3) No changes allowed;
4) Changes w/o automatic recording, no transports allowed.

the four options:
Part A
1. Changes without automatic recording
When customizing or workbench changes are done, the transport request creation window does not automatically pop up.
Where used:
2. Automatic recording of changes
When ever customizing changes or workbench changes are done, a change transport request automatically pops and after creation changes are recorded in order for transport to other systems
Where used: this option is commonly used in Development client
3. No changes allowed:
No customizing or workbench changes are allowed in the client.
Where used: option used in quality and production systems
4. No transports allowed:
Customizing / Workbench changes are allowed. But transport request cannot be created (not even manually).
Where used: generally used in sand box clients.
3 of the above 4 options have further impact based on 4 options below:

Part B
Provided that the options selected in part A are 1,2 or 4
1. Changes to repository and client independent customizing objects allowed
Changes allowed to Client specific, client independent (example- factory calendar) and repository(ABAP) objects allowed.
2. No changes to client independent customizing objects
changes are allowed for client specific (plant, company code etc), and repository object but not client independent objects.
3. No changes to repository objects
Changes allowed to client specific and client independent objects but not repository objects
4. No changes to repository and client independent objects
changes only allowed for client specific objects.

1) If <b>changes without automatic recording</b> are allowed in a particular client, you can edit these on a maintenance screen without a request prompt window.
2) If you have activated <b>automatic recording</b> for a client, whenever you save changed client-specific Customizing settings a Transport Organizer query window appears. Here you can choose Own requests to generate a list of Customizing requests that contain your tasks or, alternatively, Create request to create a new request for the client in question.
3) No changes for this client is allowed
4) Look 1) + no transports allowed
