Hi,
1. Check whether the Queues are properly registered.
2. try to increase the polling interval for all the adapters used.
3. Even try for the option of "Availability time planning which is available in CC. so that the adapter will process the message available during that period.
4. Restarting the server is not a proper solution to send the messages struck in Queue.

Restaring the J2EE server once in a month will not sove the problem if the it is related to the queues, but for a specific problem where if it is required to restrt the server it is fine for ex when you deploy the D/B drivers.
For queue problem there can be several reasons why the data is sitting on the systems still.
1. Might be queue are not registred
2. Some failed message in the queue might be heldinmg up other queue.
3. reciever might not be responding..
4. IS might be busy.....
from my point of view restarting the j2ee will solve the problems specific to that not not all errors can be solved by restarting it once a month.
try to find out more on what was causing your data to be on the production system, ow restaring the server it helped.
