1. Can SMD be only used in only ABAP+JAVA installations ?

2. Apart from config tool, is there any other tool using which we can create new server processes in java dispatcher ?

The Solution Manager Diagnostics is a tool within the SAP Web Application Server that provides functions for central monitoring and analyzing of the SAP NetWeaver system landscape.
