Can you provide the service market direct link to NWDS Kindly?
I know the CE 7.1 SP3 is on

i just want to use NWDS to modify portal framework (masthead, etc.) and recompile .par files.

What portal release do you wan't to work with? If you work with CE your link is right (but you also have to install the features provided for portal dev).
If you want to work with portal baesd on NW70 you HAVE TO USE NWDS based on the NW70 portal release (e.g. SP12, SP13 ...). You can't work with NWDS CE to work with Portal 7.0.

What about the other way around, if i have Netweaver CE as my server and i am working on NWDS 7.0 for my development, would it support?
Can you please point me to some reference to details about pros and cons of this matrix.

SAP Software Distribution Center -> Download -> Further Download-Infos -> SAP Support Package Stacks -> SP Stack Download
From list select SP Stack SAP NetWeaver 2004s
A new window will pop up:
1. Select your stack
2. Usage Selection: Application Server Java
3. Next Step
4. Under SAP Kernel xx bit select your DB and OS
5. Next Step
6. You get a list of all components of you selected items.
Here you'll find NWDS with a filename like JIDE09P_1-10003480.SAR
