Can a PI system talk to an SLD on a Solution Manager system to facilitate communication between an R3 system and SCM system - assuming the Solution Manager SLD has the information all all of the mentioned systems?

Is this your only SLD? If it is configured correctly then yes! it is possible.

Answer is definitly Yes.
The requirment will that PI and all Application systems connected to the PI system are all moved over to the SLD on Solution Manager.
