Transport printers definition from Production to Development

We want to transport all the printers definitions (SPAD) to our development system.

I created a transport in Production but when I go to stms in development to add transport (if I go to extras - other request -

Add (this option is grayed out).

Any suggestions would be appreciated

perhaps a client missing in one of the transports in the queue ?
