Cannot start integration scenario configurator

Cannot start integration scenario configurator. IB Configuration shows error:

Unable to load action. Check whether all the necessary actions have been released in the Integration Repository

All objects are activated from IB Design. What is my mistake in?

Having the same issue. I've activated the scenario and all it's constituent objects in the Design Repository but am getting this error message when I try to "Transfer Integration SScenario from the Integration Repostory" in Configuration.
