Unlock J2EE_ADMIN in
/usr/sap/QAS/DVEBMGS30/j2ee/configtool/configtool.sh
cluster-data --> Global server configuration --> services --> com.sap.security.core.ume.service TRUE
but it doesn't resolve my problem

Hi,
Please post the logfile java.log Also, check the user credentials. Changes to configtool requires reboot. Did you try that?
