Cost Activity is only used to plan costs that are not possible by either Internal/External activities.It's not mandatory to confirm the general cost activities.
Ensure you have the Cost check box checked if you wish to include these activities in costing using the control key (T code OPSU).
But if you want to do a confirmation, maintain the control key (T code OPSU) for general cost activities as 'Confirmation possible but not necessary' and Ext. processing field for example as blank ie., 'Internally processed operation. You then enter the confirmation details (like activity type, hours etc)
