Hi ,
Decentral adapter engine is generally an ADD-ON component for XI.We have two types of adapter engines broadly i.e Central adapter and decentral adapter engine.
Central adapter engine comes by along with XI tool but decentral adapter engine is optional.
It can be used to integrate with systems that are not covered in adapters available in central one , also custom developed adapters can be deployed on it.
Can u explain bit more about Substructures .i guess you are refererring to XML tree format.
Reward if useful.

Sarang
