In Integartion Directory when we create new Configutaion Scenario I am getting "Unable to connect to Repository".

In XI do this,
1. Run TransactionCode SLDCHECK and see if everything is ok (you shuld not get any error).
2. Run TransactionCode SXI_CACHE and do full cache refresh
3. Open the browser and enter this url http://<server name>:<HTTP Port>/CPACache/refresh?mode=full to refresh the CPACache.

Refresh the SLD Cache and also CPACache using PIDIRUSER

Hi,
Noramally the integration scenario will be imported to ID from IR.
Please check Here if you are creating Intregration scenario then is it interlinking with IR design object.
Check if any of the service users (XI*) are locked.
Looks like XIDIRUSER is locked or using a wrong password.
or delete old SLD data and recreate, there might be discrepancy in the SLD
