How to call Adobe Designer ? I couldn't find that.

For WD Java its embedded in NWDS.
For WD ABAP and HCM ISR forms its in ABAP Transaction SFP.
Additionally you can open the FormDesigner directly by using following path:-
C:\Program Files\Adobe\Designer 7.1\FormDesigner.exe

You need to select the Adobe Forms Designer option during installation of NWDS. How was installation done at your end?
