Shipment cost: Allocate total amount into line item based on weight

Shipment Cost is created based on miles * rate. User wants to now determine the % of allocation based on the weight of the line items.

Ex: 1.35 * 2756 = 3720.60

Gross weight = 40,000

Line 1 = 30,000 lb = 75% of 3720.6 = 2790.45

Line 2 = 10,000 lb = 25% of 3720.6 = 930.15

Gross weight may vary by shipment
