Block goods movement between different plants

We have configure four plants in one company code, Only one user is going

to do goods movement in all plants.

Here we want to restrict some goods movement between some plants.

e.g.

user: ABC

Plant: P1, P2, P3, P4

Transaction; MB1B

Movement type: 301, 311

now we want to restrict 301, 311 movement between P1 & P3 plant.

but same user should be allowed to make same movement in P1 &P2.

also same user should be allowed to use MB1B transaction in each plant.

I tried very much in Authorization and keep no stone unturned.... but still not getting through...

Please Help!!!!
