Hi,
You can just shrink database file (or whole database) to free empty space.

Hi XG, what kind of space do you want to get cleared?
Your question it's a little confused.

What exactly are you asking?
Do you need the space for SQL to be able to write to it, or do you need it freed up for the OS to use?
SQL will automatically utilize the free space if needed, so there is no manipulation needed there.
You will need your DBA to free up the space to the OS. If the datafile in SQL Server is 4GB in size, but only 2GB is used, the OS still sees it as a 4GB file by design (so that the space does not get taken by some other process).
