Solution manager diagnostic tools

I was sure that I read somewhere that there was a diadnostic tool for the web dispatcher and portal,

I am really looking to get diagnostics on load balancing.

Could this be the tool "Solution manager diagnostic tools"

If yes, where can I get it?

SMD is used for monitoring the NetWeaver landscape (Java). It is based on WAS 6.40 (think from SP11, 12 it can support). I guess the next version of SM (now 3.2) will be probably housing SMD by default (next version of SM should be based on WAS 6.40).
