How can i change the sap related account and Oracle DB passwords.

if the system is ABAP based, then you must use BRCONNECT to change the Oracle password for the SAPR§/SAP
If the SAP is java based then it is a bit more complicated, because you change the password at DB level via oracle tools and then you must update it via configtool ( check note 1033993 )

You can ask your system admin team to reset password from os level of all servers i.e.. devadm, prdadm, qasadm.
I hope it will solve your problem.
