You can achive this using user exit while CIFFing the material/Product and map the appropriate fields
Yes you can map your MRP controller from R3 to Production planner in APO.
YOu have to use following exit in ERP as well in APO side respectively
EXIT_SAPLCMAT_001 - Core Interface to APO: Enhancements to Material (ERP Side).
APOEXIT_/SAPAPO/SAPLCIF_PROD_001 - Inbound Processing: Products (APO Side).
