It is very clear & answered by our friends.
Important aspect of the processes of Third Party Sale & High seas sales is configuration is same in SAP but in actual Third party sale which is procured from foeign countries we call as High seas sale.
Other configues are given in best practice of third party follow that.

In a third party sale during sales order confirmation a PR or PO is raised automatically and the goods are shipped by the vendor to the ship-to party and a dummy GR Invoice verification is required to settle the G/Ls and then a F2 invoice will be sent to the payer
High seas sale is only for imports in India where India is an autonomous body funded by the Govt. Of India and we are often offered by the "High Seas Sales" term by the suppliers for the quotations we called for our purchases for equiments etc., whereas we are exempted from custom and excise duty under special provision. In this case is it advisable or it helps in cost deduction technique if we go for High seas Sales basis

THIRD PARTY SALE
In third-party order processing, your company does not deliver the items requested by a customer. Instead, you pass the order along to a third-party vendor who then ships the goods directly to the customer and bills you. A sales order may consist partly or wholly of third-party items. Occasionally, you may need to let a vendor deliver items you would normally deliver yourself.
Process Flow
The processing of third-party orders is controlled via material types. Material types define whether a material is produced only internally, can be ordered only from third-party vendors, or whether both are possible. For example, a material that is defined as a trading good can only be ordered from a third-party vendor. However, if you manufacture your own finished products, you may also want, from time to time, to be able to order the same type of product from other vendors.
