How can a model of one development component be made available to another development component?
Does a step by step tutorial exist somewhere?

look at the new Web Dynpro sample application on componentization which is based on local Web Dynpro DCs. It demonstrates how to use a single model component within UI components in "referencing mode".

To re-use this model components (in a Web Dynpro DC A) within another Web Dynpro DC the public part of DC A must contain the model entity (.wdmodel metadata file) as well as the java package containing the model classes and model class metadata files (.wdmodelclass). For an Adaptive RFC model the logical dictonary types must also be visible for other DCs.

Scenario2+ mentioned here is to demonstrate how to use DTR,CBS and CMS ( which of no concern to you) however this tax example uses public parts and used dependencys (Development components).

I don´t know if there exists a documentation in the meantime but you can simply add the desired model to a public part by right cklicking the model an choosing "Add to public part".
You have then to import this PP in your depending DC under DC meta data -> Used DCs. After you have done that you can use the model.

P.S. Don´t forget to build the model DC before adding to the used DCs. Otherwise you will not see the PP.
