Can we change the cost center valid date from 2007.10.01 to 2007.08.01? If it can change, Pls tell me how to change it.Thanks.

Well, it's a little late to reply to the original question, but I found this thread while trying to figure out how to do the same thing myself and thought I would update it with the answer in case anyone else stumbles across this thread while searching as I did.
You can actually make a change in the valid from date by using a KS01 Create Cost Center transaction and referencing the original cost center to create the additional period you want to add.
In this case in KS01 you would fill out the fields in this manner:
Cost Center: Existing Cost Center to be changed, let's say 1000
Valid From 2007.08.01
Valid to: 2007.09.30
Reference Cost Center: 1000
Controlling Area: Whatever the controlling area is
In effect, rather than changing the cost center, you are creating the extra time period from the new from date to the original from date and referencing it to the cost center.
The end result for us was that KS03 shows the cost center with the new from date and the old to date, which was the change we wanted.
Not quite as obvious as a change, but it worked for us.

I'm having a similar problem and the solutions sugested, the Vaild-to and Valid-from dates are display only.
Is there a setting to make one of these values (Valid-to) to an input field?
The problem is that to extend a Cost Centers Valid-to date, the Cost Center is 're-created'.
Example:
CC1 Valid-from 1999-04-01 Valid-to 2010-12-31
Create Cost Center (KS01)
CC1 Valid-from 2011-01-01 Valid-to 2030-12-31
This will create two entries in CSKS with the above values. Is there a way to 'modify' the original date without having to re-create a new entry?

Sorry to not respond until now, but I didn't have my profile set up to notify me for responses.
I also originally thought that using KS01 to create the same cost centre with extended dates would create a whole new entry, it actually extended the dates on the original entry (I would guess it is because of the reference to the original cost centre?)
I just checked table CSKS and confirmed that there is only one entry for the cost centre for which we had extended the dates in this manner.
I would recommend testing this is your test system, and I think you will find that it extends the dates rather than creating a second entry. Not exactly intuitive, but it does seem to work (at least for us.)

The same issue came up to me, due to this the formulas are not generating or at the time of production order saving the cost for the secondary elements are not coming up at the time of cost analysis in production order.
As you said i try to change it but it is thronging the error cost center already exists not allowing to change the validity date.
Please revert me with any other suggestion.

Which date do you want to change in the cost center master data.
Is it the Valid From date or to date.
If it is valid from date it cannot be changed from 01.10.2007 to 01.08.2007.
If you want to change it can be changed from 01.10.2007 to 02.10.2007 or 01.11.2007 and so on but the date to be changed cannot be prior to the date on which the cost center has already been created.
If you try changing the date to a prior date the system will issue a message stating You selected an analysis period extending beyond the period for which the object was defined. This is not allowed in the change or display functions.
To change the date you have to go to T.code KS02 select Edit>Analysis Period>other analysis period and input the new value and save the entry.

It is time dependency of Master data in the Cost Center.
Transaction code: KS02
Enter your cost center, click on mater data. Next screen opens-up.
Change the 'To' date from 2007.10.01 to 2007.08.01
