Dynamic blank line

Hi All,

I am printing material description in a form and an underline below it.If the length of the description is long then it prints in the next line also.And if it is short it prints in a single line and there will be an extra blank line between the descritption and the line below it.How can i ensure that the blank space between the description and the line is constant always irrespective of description length?
