Hello,
Presently our BW system's message server resides on the database server
and CI on different server.
We are upgrading our BW system to BIW 7.0 and this upgrade requires CI
and message server should be on the same server.
Now we have 2 options :
1) To move message server to CI.
2) To move CI to DB server.
Want to know SAP's recommendation , CI and DB on the same
server or CI and DB on different servers.

according to the upgrade guide you can upgrade your system without moving message server or CI if you use downtime minimized strategy.
However, between the two options you write, the first one is better than the second for performance reason because you work in a distributed environment.

fist of all, I cannot tell you what SAP recommends, but I could tell you my opinion. My understanding is that there is not necessarily a Central Instance any more. In NetWeaver 2004s (which is the platform on which BI 7.00 runs) there is a SCS instance which hosts the message and enqueue server. This instance could be clustered to make the system high available. And there are a variable number of instances which you may call dialog instances (with all the other services except message and enqueue server).
I think there is no problem to run the SCS instance on the same server as the database. May be it is unusual, but it is not prohibited, afaik.
