Is it possible in SAP standard to have the Billing date to be the delivery date rather than the requested delivery date. If so what are the configuration changes to be made.

Billing date can be proposed/changed during VF01/VF02. There is an icon which will show Calender, from where dates can be proposed.

Could you kindly clarify the meaning of 'Delivery date'?
Is it delivery creation date or is it service rendered date?
Further, is there any possibility of the invoice being processed in mutiple steps or cycles?

In normal circumstances, the billing date will be the date which is in "<i>Actual GI Date</i>" in delivery. If you want to lock this so that nobody should predate the actual sales, the same can be done.
The BADI definition name is <i><b>LE_SHP_DELIVERY_PROC</b></i> and the method name is <i><b>CHANGE_DELIVERY_HEADER</b></i>.
