tcode is SM02.
But can't doing that
the message doesn't appear
I found a link.. i never ever thought i'll search for SM02 !!!

You should have proper authorizations to put a system message too.
If after following the above link you still don't see the system message, check what profile you are using, you should have Basis authorizations.
