How can I restrict the dropdown items of the order reason (depending on the transaction: va 21, va11, va01). I am looking for an userexit....

You might want to look at MV45AFZZ
FORM USEREXIT_SAVE_DOCUMENT_PREPARE
May be you can use OVAU t-code and delete unwanted reasons from the existing list from SPRO end.
