customerr Hierarchy condition records

Hi,

I have a customer hierarchy where there is a global HO and then there are Country speicific offices abd then under them regional offfices. There is a discount of 10% to be applicable to all the regional offices by means of an agreement with the Global HO.

My question is for which partner (Glogal HO or regional office), do i need to create a condition record for.

Create for Global HO and all the offices under them will benefit the discount when given to Global HO.
